Is it expensive to turn on/off attachments/skins in a mobile game?
My game is a turn-based action game and it will (normally) 3v3 at most.
I need to know this so that I start on the right path.
The characters should have skins (brown, white, black, etc...) and attachments (hats, capes).
Also, would having a lot of attachments on the character be bad?

Turning on/off an attachment is very cheap. Also, attachments that are not rendered have no effect on performance. They take only a little memory, plus the texture space they need.
