You use Safari on Windows? I thought they discontinued that.

I use Safari on Windows, and it updates itself regularily.
And I also have the issue with IE 11.

How do you trigger this issue with IE11? Resizing the browser in a similar shape does not cause the problem.

Nothing tricky. I just launch the IE and paste the page url to the command line.
May it be the issue of the initial launch in portrait oriantation, not resizing?
I've got a portrait-oriented monitor.
