What's not?
It seems you found a bug where if bone selection is disabled, the region meshes can't be selected. Enable bone selection, then click a region mesh
it will be selected in the tree and you can adjust draw order. Also that message about IK being disabled is wrong. We'll get those fixed! π
I was surprised to find we already had code for showing mouse hover over an attachment that can't be selected. With that, a hovered region attachment in animate mode (which can't be selected in the viewport, only the tree) looks like:

Seems OK to me. If all the hover of things you can't select in the viewport gets annoying, there's the option to disable image selection.
